NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. MEETING DATE / TIME: Tuesday, August 18, 2020 (5:00 PM) MEETING LOCATION: Virtual Hearing, Truckee, California PROJECT NAME: Frishman Hollow II APPLICATION #: 2019-00000074/DP-MUP-AMD PROJECT LOCATION: 11188 & 11200 Rue Ivy (APN 019-410-041 & -046) OWNER: Alder Pacific Associates APPLICANT: Chris Grant, The Pacific Companies PROJECT DESCRIPTION: On February 27, 2020, the Planning Commission approved a Development Permit, Project Amendment and Use Permit 68-unit affordable housing project (50% to 80% area median income) and 136 new parking spaces in Phase 2 of Frishman Hollow. Four buildings (two buildings with 30 units each on the south side of the property and two fourplexes on the north side of the property) were approved. Grading permits for the site work have been issued. The original application requested 40-foot tall A Buildings (southwest and southeast buildings), which necessitated a density bonus concession to the standard 35-foot height requirement, and 27-foot tall B Buildings (northern buildings). As part of the building permit review, the applicants noted that the original density bonus concession request was based on the finished grade rather than the natural grade, which is how heights are measured in the Town. This difference in measurement, and the presence of steeper slopes on one secton of the site, requires that the applicants modify their original density bonus concession request. Therefore, the applicants are requesting to change their original density bonus concession request to allow for one three-story 50-foot building for Building A1 (southwest building), which is 15-feet more than the 35-foot standard. The finished height of the A Buildings would be 44'-1 1/4 ". The applicant is also proposing site grading to elevate the adjacent trail and add vegetated walls to reduce the appearance of the height. In order to accommodate these requests, the applicants are requesting a Project Amendment to the Development Permit and a Minor Use Permit to allow for vegetated rockery walls in a sewer easement. ENVIRONMENTAL STATUS: Staff has determined that the proposed changes are consistent with the approved Initial Study/Mitigated Negative Declaration (SCH #2020019071) for Frishman Hollow II and no additional environmental review is necessary.
