NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. PROJECT NAME: Clever Minds Use Permit and Minor Use Permit APPLICATION #: 2020-00000059/UP-MUP PROJECT LOCATION: 10020 Church Street (APN 019-110-005) APPLICANT/OWNER: Vicki Isacowitz/Gayle Tonon PROJECT DESCRIPTION: The Planning Division has received a Planning Application for Clever Minds Learning Center in the Downtown Mixed Use (DMU) zoning district. Clever Minds is a learning center providing tutoring and educational services to students in grades K through 12, college students, and adults. Clever Minds has been located in the DMU zoning district since 2004, but at a different address. A school use in the DMU zoning district requires a Use Permit to determine compatibility with surrounding uses and the site. This use has not been previously established at 10020 Church Street. The applicant is also requesting Minor Use Permit approval for an alternative parking plan (Section 18.48.110 Downtown Parking) as parking cannot be fully accommodated on-site. This plan will include a mix of on- site parking, employee parking permits and a maximum school capacity requirement. ENVIRONMENTALSTATUS: Staff has determined the project to be exempt from further environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act.
